Bringing a dog to France

What France asks of a dog depends first on the country it is flying in from. From another EU country, or from Switzerland and the other countries treated as such, it travels with its passport, microchipped and vaccinated against rabies, at least 21 days before departure if it is a first vaccine; from anywhere else, it needs an official health certificate, which customs endorse on arrival, and, unless it comes from one of the 47 countries and territories the EU exempts from the titer test, a blood test followed by a three-month wait. France also turns away puppies under 16 weeks arriving from outside the EU and Norway, Switzerland included, and, in every case, category 1 dogs, even in transit.

Every rule is linked to an official page of French Customs or the French Ministry of Agriculture, or to the text of the EU regulation, and the sentences it rests on are quoted word for word in French and dated

At a glance

It all depends on where your dog is flying in from

European Union From an EU country, or one treated as such: the EU pet passportA microchip, or a tattoo applied before 3 July 2011, a rabies vaccine given after the microchip, at least 21 days before departure if it is the first one, and the passport: customs do not check these arrivals systematically. Switzerland, Monaco, Andorra, Iceland and Norway follow the same rule.
Exempt country From one of the 47 countries exempt from the titer test: a certificate that customs endorse on arrivalThe United States, Canada, the United Kingdom, Australia and Japan are among them: microchip, rabies vaccine and an official health certificate less than 10 days old, which you present to customs yourself, with no blood test.
Titer test From any other country: a blood test, then a three-month waitFrom Thailand, the Philippines, South Africa, India, Brazil or Morocco, your dog also needs a rabies antibody titer of at least 0.5 IU/ml, on blood drawn at least 30 days after the vaccine, then a three-month wait before the certificate can be issued: allow four months of preparation.
Refused Refused: puppies under 16 weeks from outside the EU and Norway, and category 1 dogs in every caseFrom outside the EU and Norway, Switzerland included, France does not accept any dog under 16 weeks old; from within the EU and from Norway, the rabies vaccine, allowed from 12 weeks, only counts after 21 days, which pushes the trip back to fifteen weeks. Category 1 dogs, meaning American Staffordshire terrier, Mastiff or Tosa types without a pedigree, are banned even for a simple stopover.

Plan the trip

What France will ask for your dog

Tell us where your dog is flying from, where it stayed before the trip, its age and its category: the answer lists the documents to gather, the timeline and the airlines flying nonstop from that country to France.

A stopover in a country that is not exempt from the titer test does not count as a stay if your dog remains on board or in the airport's international transit area: a signed declaration confirms it.

The calculation follows EU rules and those of mainland France; it does not take into account each airline's own conditions, summarized in the table below, or the specific rules of the French overseas territories.

On arrival

What to expect at the airport

A dog arriving from outside the EU, other than from Switzerland and the countries treated as EU members, must come in through a designated point of entry; for France, the European Commission refers to the country's list of border crossing points, which includes the 10 airports in our database. Before leaving the international area, you go to customs yourself.

Customs, no appointment

You walk up to the customs officers with your dog and its documents; they check the microchip and the papers and endorse the certificate. There is no appointment to book and no import permit to apply for.

Documents in French

The certificate and supporting documents must be in French, bilingual, or translated by a certified translator.

A certificate under 10 days old

The certificate is valid for 10 days from its signature by the official veterinarian until the check on arrival; after that, it can be used for up to six months to travel within the EU.

One adult tooth

A dog coming from outside the EU must have at least one adult tooth, which rules out very young puppies.

Five animals at most

Beyond five animals per person, except for a competition or a show, the trip becomes commercial and falls under veterinary border controls.

If the rules are not met

Officers can send the dog back to the non-EU country it came from, place it in quarantine or have it euthanized, at the owner's expense.

Special cases

Categories, puppies, stopovers, coming home and overseas

Category 1 and 2 dogs

Category 1 dogs, meaning American Staffordshire terrier, Mastiff or Tosa types without a pedigree, are banned from import, stopovers included: the penalty is up to 6 months in prison and a €15,000 fine.

A category 2 dog enters with its pedigree and the ownership documents France requires; by air, only on Air France flights and cargo flights.

A dog that looks like a Rottweiler is category 2, with or without a pedigree; yet the DGAL note only allows the import of category 2 dogs registered in a studbook.

A dog without a pedigree that looks like a category 1 dog arrives with a vet's certificate, translated into French if it is not already in French, stating that it belongs to no category. The Staffordshire bull terrier, for its part, is not a category dog.

Puppies

From outside the EU and Norway, Switzerland included, France refuses any dog under 16 weeks: the rabies vaccine is only allowed from 12 weeks and only counts after 21 days. From within the EU and from Norway, a puppy can travel as soon as its vaccine counts, at fifteen weeks at the earliest.

From a country that is not exempt from the titer test, add the blood test and the three-month wait: a puppy born there cannot arrive before it is about six and a half months old.

Stopovers and transit

A stopover in a non-exempt country does not trigger the blood test if a signed declaration states that your dog stayed on board or in the international transit area.

A dog from a non-exempt country transiting through Roissy-Charles de Gaulle or Orly to a non-EU country that does not require a titer test must, if it leaves the customs area, be presented to customs, and be at least microchipped and vaccinated against rabies.

Coming home to France

A dog that lives in France comes home with its EU pet passport if its vaccine, and its titer test when one is required, were recorded before departure; the three-month wait then does not apply.

French Customs advise leaving the EU only with a dog that has already passed its titer test, and seeing your vet at least three months before departure.

Overseas territories

This page covers mainland France and Corsica. French Customs warn that the rules may depend on the overseas territory you are traveling to.

For the EU, New Caledonia and French Polynesia are among the non-EU territories exempt from the titer test: a dog coming from there enters mainland France with a health certificate.

Frequently asked questions

What people ask before they go

Does a dog need a rabies titer test to enter France?

Not always. A dog coming from an EU country, or from one of the 47 countries and territories the EU exempts from the titer test, such as the United States, Canada, the United Kingdom or Australia, does not need one. From another country, such as Thailand, the Philippines, South Africa or India, it needs a titer of at least 0.5 IU/ml, on blood drawn at least 30 days after the vaccine, then a three-month wait before the certificate can be issued.

Can a puppy enter France?

Not before 16 weeks if it comes from outside the EU and Norway, Switzerland included, nor before fifteen weeks from within the EU or Norway: the rabies vaccine is only allowed from 12 weeks and only becomes valid after 21 days; from a country that is not exempt from the titer test, you also need the blood test and a three-month wait.

Do I need an appointment with customs or an import permit?

No. There is no appointment to book and no import permit to apply for: when arriving from outside the EU, you go to customs yourself with your dog and its documents, and the officers endorse the certificate.

What language must the documents be in?

In French, in a bilingual version, or translated by a certified translator; in France, certified translators are registered with a court of appeal.

Can a category 1 dog have a stopover in France?

No. France bans the import of category 1 dogs, transit included. A category 2 dog may enter with its pedigree and ownership documents, but it can only fly on Air France flights and cargo flights.

My dog lives in France: what does it need to come back from a trip outside the EU?

Its EU pet passport is enough if its rabies vaccine is still valid and if, for a country that is not exempt from the titer test, the blood test was done with a good result before departure and recorded in the passport. If a booster or a blood test was done during the stay, it needs a health certificate from that country.

How long should I allow from Thailand, South Africa or India?

About four months: microchip and vaccine, then the blood test at least 30 days later, then a three-month wait before the certificate, which the official veterinarian signs within the 10 days before arrival.

What happens if the conditions are not met?

Officers can send the dog back to the non-EU country it came from, place it in quarantine or have it euthanized, at the owner's expense.
